Separate and sealed bids or electronic bids for the construction of a BOONEVILLE BALDWYN AIRPORT RUNWAY LIGHTING & PAPI IMPROVEMENTS, AIP PROJECT NO. 3 28-0003-028-2025 & AIG PROJECT NO. 3-28-0003-029-2025 will be received by PRENTISS COUNTY BOARD OF SUPERVISORS until 9:00 A.M., FRIDAY, MAY 23, 2025 at which time and place they will be publicly opened and read aloud.

Sealed bids will be received until the designated date and time AT THE BOARD ROOM IN THE PRENTISS COUNTY CHANCERY BUILDING, LOCATED AT 100 N MAIN ST., BOONEVILLE, MS 38829. Electronic bids will be received until the designated date and time via electronic online bid submission through www.cceplanroom.com.

The contract is as follows: BOONEVILLE-BALDWYN AIRPORT RUNWAY LIGHTING & PAPI IMPROVEMENTS, AIP PROJECT NO. 3-28-0003-028-2025 & 3-28-003-029-2025 The Project consists of replacing existing 5,000’ runway MIRL Lighting with new LED MIRL Lighting including new wire, constant current regulator and appurtenances. Replace existing 2-box Precision Approach Path Indicators (PAPI) on both runway ends with new LED PAPI systems, including new wire, controller and appurtenances.

The following Federal Provisions are referenced and will be incorporated within the contract. • Buy American Preference – 49 USC § 50101 • Foreign Trade Restriction – 49 CFR Part 30 • Davis Bacon – 29 CFR Part 5 • Affirmative Action • Government – Wide Debarment & Suspension – 2 CFR Part 180 • Government – Wide Requirements for Drug-Free Workplace Bidders must qualify under Mississippi Law and have a Certificate of Responsibility.

Cook Coggin Engineers, Inc., 703 Crossover Road, Tupelo, MS 38801 Prentiss County Board of Supervisors, 100 North Main St., Booneville, MS 38829 Registering for a free account at www.cceplanroom.com will enable bidders to view and/or order Contract Documents online and/or complete the electronic bidding process. The only requirement for account registration is a valid email address. Questions regarding website registration, online orders and/or electronic bidding shall be directed to Plan House Printing at (662) 407-0193.

Contract Documents are issued to potential Bidders only as paper copies from Plan House Printing and Graphics, 607 West Main Street, Tupelo, MS 38804. Bidders may opt to purchase Contract Documents online at www.cceplanroom.com. All payments for Bid Documents are non-refundable and shall be made payable to Plan House Printing and Graphics, 607 West Main Street, Tupelo, MS 38804. Bids will be accepted only under the name of the Bidder to whom contract documents have been issued by Plan House Printing, on behalf of the Engineer, and whose name appears on the official list of Planholders maintained by Plan House Printing. Each bidder must deposit with this bid, security in the amount, form and subject to the conditions provided in the Information for Bidders. For Bidders submitting bids electronically, the bond submitted must be either a bond issued by the Surety in electronic format or the original hard copy of the bid bond must be submitted to the PRENTISS COUNTY BOARD OF SUPERVISORS, LOCATED AT 100 N MAIN ST., BOONEVILLE, MS 38829. Bids must be submitted on the standard form of bid proposal, and the successful bidder will be required to execute the standard form of Contract Agreement, together with a 100% Performance Bond and Payment Bond, within ten (10) days after formal award of the contract. Bids may be held by the County for a period not to exceed 60 days from the date of the opening of Bids for the purpose of reviewing the bid and investigating the qualifications of Bidders, prior to awarding of the Contract.

The PRENTISS COUNTY BOARD OF SUPERVISORS reserves the right to reject any and all bids and to waive any and all information in the best interest of the Owner.
