Separate and sealed bids or electronic bids for the construction of REPLACEMENT OF 6” INVASION PIPE, PHASE 1: U.S. DOT-PHMSA GRANT AWARD #693JK32440019NGDI will be received by the City of New Albany Light, Gas & Water Department at the City Hall Building, located at 101 W. Bankhead Street, New Albany, Mississippi 38652, until 10:00 A.M. Local Time, on Tuesday, December 10, 2024, and then at said office publicly opened and read aloud. Electronic bids will be received until the designated date and time via electronic online bid submission through www.cceplanroom.com.
The Scope of Work for this project shall include, but not be limited to the following summary: 6” Steel Gas Main, Open Cut or HDD Bore (8007 L.F.), 6” HDD Bores (7,700 L.F.), 6” Railroad Bored Crossing (100 L.F.), 6” Ball Valves, 300 ANSI Rating (6 EA.), 6” Hot Tap Fittings, 300 ANSI (4 EA.), 2” Steel Service Taps & Connections (6 EA.), ¾” Service Taps & Connections (29 EA.), Pipeline Markers (55 EA.), Clearing & Grubbing (2,300 L.F.), X-Ray Testing, Purge, & Blowdown (1 L.S.), Pavement Repairs (32 S.Y.), Temporary Silt Fence (6,000 L.F.), Seeding & Mulching (5,600 L.F.).
Project Plans and Specifications may be examined at the City of New Albany, located at 101 W. Bankhead Street, New Albany, MS 38652.
Registering for a free account at www.cceplanroom.com will enable bidders to view and/or order Contract Documents online. The only requirement for account registration is a valid email address. Questions regarding website registration and online orders shall be directed to Plan House Printing at (662) 407-0193.
Contract Documents are issued to potential Bidders only as paper copies from Plan House Printing and Graphics, 607 West Main Street, Tupelo, MS 38804. Bidders may opt to purchase Contract Documents online at www.cceplanroom.com. All payments for Bid Documents are non-refundable and shall be made payable to Plan House Printing and Graphics, 607 West Main Street, Tupelo, MS 38804.
Bids will be accepted only under the name of the Bidder to whom Bid Packets have been issued by Plan House Printing, on behalf of the Engineer, and whose name appears on the official list of Planholders maintained by Plan House Printing.
The successful bidder must have his own Gas Operator Qualification Program and related employee records, as required by the Code of Federal Regulations for Gas Pipeline Safety.
Each bidder must deposit with this bid, security in the amount, form and subject to the conditions provided in the Instructions for Bidders. For Bidders submitting bids electronically, the bond submitted must be either a bond issued by the Surety in electronic format or the original hard copy of the bid bond must be submitted to the City of New Albany Light, Gas & Water (Owner), 101 W. Bankhead Street, New Albany, Mississippi 38652, prior to bid opening in order for the bid to be valid. Simultaneously with his delivery of the executed contract, the Contractor shall furnish surety bonds subject to the conditions provided in the Instructions for Bidders.
No Bidder may withdraw his bid within 60 days after the actual date of the opening thereof. All applicable laws, ordinances and the rules and regulations of all authorities having jurisdiction over construction of the project shall apply to the contract throughout.
Each Bidder is responsible for inspecting the site and for reading and being thoroughly familiar with the Contract Documents. The failure or omission of any Bidder to do any of the foregoing shall in no way relieve any Bidder from any obligation in respect to this Bid.
A conditional or qualified Bid will not be accepted. Contract award, if made, will be made to the lowest responsible and responsive Bidder who provides the best value to the City of New Albany.
The City of New Albany reserves the right to waive any informality or to reject any or all Bids.
